<p><strong>After hearing this news, on US site Boston.com, that Douglas Brooks who has been living with HIV for over 20 years, was appointed to the Presidential Advisory Council on HIV/AIDS we felt we had to share it with you.</strong></p>
<p><strong>Brooks is an outspoken campaigner/activist on HIV related issues and seems like the ideal person, with the ideal experience to advice President Obama on his HIV policies. Lets hope that he can have a big impact on the United States, who have only recently revoked their HIV travel ban.</strong></p>
<p><strong>While we think it’s great that the United States have recognised the need for someone who is clearly experienced in issues surrounding HIV we do want to know what you think on this announcement.</strong></p>

<h2>Brooks named to AIDS Council</h2>
<h2>Mass activist joins Obama advisors</h2>
<p>Douglas Brooks, an outspoken activist in Massachusetts who has been HIV-positive for 20 years, has been named to the Presidential Advisory Council on HIV/AIDS.</p>
<p>Brooks, who serves as vice president at the Justice Resource Institute in Boston, will work with Kathleen Sebelius, secretary of health and human services. The council will provide advice and recommendations to President Obama about national programs to reduce HIV infections and increase access to care.</p>
<p>Massachusetts has been at the forefront in HIV/AIDS policy by including those patients in the development and implementation of programs that affect them, Brooks said.</p>
<p>“It is right and good that we will be at the table to help lead the country in ending the pandemic,’’ he said in a statement announcing his nomination.</p>
<p>Governor Deval Patrick, who nominated Brooks, said that as a black gay man living with HIV, Brooks serves as a unique advocate for AIDS patients.</p>
<p>“Douglas is one of those rare individuals who has been able to combine a deep sense of his own identity . . . with a commitment to creative, energetic, and ongoing grassroots community organizing and the advancement of social justice,’’ Patrick said in the statement.</p>
<p>Brooks, a licensed social worker, has worked for decades in Boston and Provincetown on AIDS-related initiatives and is a visiting fellow at the McCormack Center for Social Policy at the University of Massachusetts  Boston.</p>
<p>Internationally, he consults with South Africa’s Eastern Cape Province Department of Health and helped organize the first HIV-positive Consumer Conference in the Eastern Cape  Province.</p>
<p>Brooks is also a board member of the Massachusetts League of Community Health Centers, the AIDS Action Council in Washington, D.C., and the National Black Gay Men’s Advocacy Coalition.</p>

<p><strong>UNAIDS Commends Commitment By The Bill &amp; Melissa Gates Foundation To Advancing Research and Development </strong></p>
<p>UNAIDS strongly applauds today&#8217;s announcement by the Bill &amp;  Melinda Gates Foundation to invest USD 10 billion into research and development of  vaccines over the next 10 years.</p>
<p>The announcement, made at the World Economic Forum in Davos, is a welcome step  forward in commitment to vaccine research, however large gaps in funding for the research  and development of vaccines still remain.</p>
<p>&#8220;The best hope for ending the <a title="What is AIDS? What is HIV? What causes AIDS?" href="http://www.medicalnewstoday.com/articles/17131.php">AIDS</a> epidemic lies in a developing a vaccine,&#8221; said Michel  Sidibé, Executive Director of UNAIDS. &#8220;A vaccine for <a title="What is AIDS? What is HIV? What causes AIDS?" href="http://www.medicalnewstoday.com/articles/17131.php">HIV</a> would save millions of lives and I  call on both governments and the private sector to follow this example and scale-up their  commitment to this important area of work in health and development.&#8221;</p>
<p>The long term response to the AIDS epidemic depends on progress in HIV prevention  research and continued funding for scientific research and development. A vaccine for HIV  still remains many years away and UNAIDS will continue to advocate to advance the  research and development agenda at national, regional and global levels to bring the quest  for a vaccine closer.</p>

<p style="margin: 0px 3px 15px; font-size: 14px;">M.A. Rahman sent the shirt to the secretary general of the UN, the Austrian Times reports.</p>
<p style="margin: 0px 3px 15px; font-size: 14px;">Rahman said: &#8220;AIDS has killed more than 25 million people so far and an estimated 33.2 million people worldwide live with HIV. The world need more awareness campaign for the protection from this deadly virus.</p>
<p style="margin: 0px 3px 15px; font-size: 14px;">&#8220;I hope that my condom Kurta shirt, a traditional Indian shirt, will encourage people to think about protection against unsafe sex.&#8221;</p>
<p style="margin: 0px 3px 15px; font-size: 14px;">He added: &#8220;The UN thanked me via email and encouraged by this I also approached the health minister of India &#8211; but they didn&#8217;t pay any attention to me.&#8221;</p>
<p style="margin: 0px 3px 15px; font-size: 14px;">Rahman used 1,025 condoms in each shirt, with some stitched to the front and an emergency supply included in the collar.</p>

<p><strong>We feel this is an important pledge by UNAIDS Executive Director Michelle Sidibe, and the commitment suggests that at least some good may be able to come out of the disaster that killed hundreds of thousands of innocent people.</strong></p>
<p>Building Haiti’s AIDS Response Better</p>

<p>As Haiti begins to rebuild after the destruction left by the 7.0 magnitude earthquake that struck 10 miles outside Port-au-Prince on 12 January, first reports are coming in on the impact the tremble has had on Haiti’s AIDS response.</p>
<p>Haiti is the country with the most severe HIV epidemic among the Caribbean states–home to half of all people living with HIV in the region. Before the quake, there were an estimated 120 000 people living with HIV in the country with an estimated 6 800 children under the age of 15 also carrying the virus.</p>
<p>Data is starting to emerge on people living with HIV who have been affected by the quake and on critical infrastructure needed to provide essential services. An initial report estimates that out of 120 000 people living with HIV just under 70 000 live in affected areas. Prior to the quake, around 19 000 people were estimated to be on Anti-Retroviral Treatment (ART).</p>

<p>“The world has a real opportunity to rebuild Haiti better, we must sustain the outpour of support now and tomorrow,” Mr Michel Sidibé UNAIDS Executive Director said when speaking of the pledges made by the international community.</p>
<p>The UNAIDS country team and cosponsors are working with the government of Haiti and partners such as PEPFAR and Global Fund to Fight HIV, TB and Malaria as well as non-governmental organisations to gather information to asses the impact of the quake on clinics, lab equipment and as well as human resources. It is now critical that HIV prevention, treatment care and support services are resumed in affected areas.</p>
<p>The UNAIDS country team met staff working in Haiti’s oldest ART centre GHESKIO. The organization provides treatment for 6000 people of whom 80% have now been accounted for.<br />

<p>While the clinic has suffered some damage to its structure, essential equipment and tragically also suffered human losses, staff at GHESKIO reported that they have enough stock of anti-retrovirals to cover the immediate need.</p>
<p>Other centres were not as fortunate. The UNAIDS country team visited the Hospital de la Paix which provides prevention of mother-to-child transmission services in Port-au-Prince. Here staff reported destruction of stock as well as lack of financial abilities to buy breast milk substitute necessary to prevent transmission from mother to child through the breast milk. Services at the clinic were only resumed 12 days after the quake.</p>
<p>Members of the UN country team on AIDS will visit five major PMTCT centres in the coming days to establish if similar damages are found.</p>
<p>We are seeing real suffering. It is in moments like this where those most at risk are forgotten. We must ensure that the marginalized members of our communities have access to HIV prevention, treatment, care and support services.</p>

<p>An initial situational analysis indicate immediate short term needs include limiting treatment interruption, provide nutritional support of people on treatment, and make sure PMTCT services are resumed. Networks of people living with HIV report that they urgently need food and water, tents, and hygiene kit in meeting with the UNAIDS country team.</p>
<p>In Haiti heterosexual transmission, often tied to sex work, is the primary source of HIV transmission although emerging evidence indicated that substantial transmission is also occurring among men who have sex with men. A challenge will be to ensure that key prevention commodities are made available to the displaced populations in and around Port-au-Prince.</p>
<p>“We are seeing real suffering. It is in moments like this where those most at risk are forgotten. We must ensure that the marginalized members of our communities have access to HIV prevention, treatment, care and support services,” Mr Sidibé said, promising that UNAIDS would be part of the global effort to support Haiti to build a better tomorrow.</p>
<p>UNAIDS is committed to working with the Haitian government and other development partners such as Global Fund and PEPFAR to look at how Haiti’s AIDS response can be strengthened over the long-term.</p>
<p>Support is needed to re-establish the AIDS-infrastructure as well as strengthening civil society, ensuring special attention towards HIV prevention, treatment, care and support services to populations at higher risk and put in place on coordinating authority to ensure no gaps or overlaps in the national response.</p>

<p><strong>With the progress which is being made to rid the world of HIV Stigma and Discrimination, it is easy to find examples in which change is happening, this blog often focuses on the progress made, rather than the existing resistance in the fight against HIV. However we wanted to put this piece up to show that we all have a long way to go, this article reports about a shopkeeper in Jamaica who refuses to serve people with HIV for fear that they will catch the virus, even from indirect contact. What they don’t realise is these misconceptions around HIV, are actually helping to spread the virus as they are preventing the correct information from getting out.</strong></p>
<p><strong>The article also speaks about gays being persecuted, beaten and in cases murdered simply because of their sexuality, which resonates with the anti homosexual laws that are currently being passed in Uganda.</strong></p>
<p><strong>Jamaican Shopkeeper Refuses to Sell to People With HIV</strong><strong><br />

<p>A letter in the Jamaica Observer has revealed a disturbing report. A letter to Rosie Stone, a columnist with HIV who writes on AIDS issues, mentions the shopkeeper, in the St. James area of Jamaica.</p>
<p>Stone responds that many Jamaicans believe that any contact, not only with someone who has HIV, but even touching something they have touched, would lead to infection.</p>
<p>She relates the story of her sister’s coworker refusing a piece of cake because she had baked it. And someone told her at book signing, &#8220;I am afraid of you, I’m really afraid of you.&#8221; Stone is the author of No Stone Unturned, in which she details how she contracted HIV from her late husband.</p>
<p>Stone has taken a leading role in attempting to educate Jamaicans about HIV and AIDS, as has Jason Richards. Richards, 23, is working with the nation’s Ministry of Health to promote an anti-stigma campaign. Ainsley Reid is another in the publicity campaign.</p>
<p>Meanwhile, a suspect in the murder of British diplomat John Terry has been apprehended. The suspect was described only as a security guard, 23, with no name given by The Jamaica Observer, which reported the break in the case.</p>
<p>U.K. honorary consul, John Terry was found strangled in his home, along with a note warning that &#8220;ALL gays&#8221; would suffer the same fate back in September. The note also referred to the 65-year-old Terry as a &#8220;batty man,&#8221; or homosexual. The note was scrawled by hand and signed, &#8220;Gay-Man,&#8221; the report said.</p>
<p>Jamaica is routinely described as the most homophobic nation in the Western nation by human-rights groups. The climate pervades official channels like the government and the police, as well as the private sector, such as work, religion, housing and street life.</p>
<p>Gay men are taken out and beaten. A well-known lesbian advocate was murdered. And the musical culture is permeated with anti-gay references.</p>

<p>A Russian woman won a precedent-setting victory against widespread discrimination on Monday when a court awarded her custody of her orphaned younger brother.</p>
<p><em>&#8220;Children are better off in a family than in an orphanage,&#8221;</em> Svetlana Izambayeva said. <em>&#8220;All the more so because this is my brother, and he is very proud that he has such a sister, who taught him to read at a speed of 140 words per minute.&#8221;</em></p>
<p>Izambayeva, 29, winner of a Miss Positive beauty pageant for HIV-positive women, applied for custody of her 11-year-old brother after their mother died.</p>
<p>The Supreme Court of the Republic of Tatarstan ruled in Izambayeva&#8217;s favour after she appealed the decision of a Kazan city court denying her custody on the grounds that she was HIV positive.</p>

<p>As Haiti suffers from the earthquake so do their HIV/AIDS sufferers. With so many dead, so many hurt, cities, towns, buildings destroyed, and roadways demolished, there is difficulty-getting help to those in need in Haiti. So many humanitarian groups from all over the world including the U.S., China, France, and Cuba to name a few are helping. The International Red Cross is one of the largest contributors presently, but more help is needed.</p>
<p>Basic needs like water, food, and shelter are a necessity as well as providing medical care to those who have suffered injuries from the quake. But what about those with chronic illnesses that have survived the quake? What about those who are living with HIV/AIDS? It stands to wonder if preparations are being made for them since they require specialized medical care?</p>
<p>At one time, the United States CDC (Center for Disease Control) greatly offended Haiti by listing them along with hemophilia, homosexuality, and heroin use as risk factors for HIV/AIDS. At the time, it had a nickname of “the 4 H’s.” The rationale behind this premise was the slum squalor and the fact that so many natives where still relying on “Voodoo” ceremonies helped create the blight. The mid 1980’s brought about a change of thought from the CDC, and they amended their risk factors for HIV/AIDS, and removed Haiti from the list. By then it was too late for Haiti, their main commerce was tourism, and it had ceased to exist.</p>
<p>GHEISKO (Haitian Group for the Study of Kaposi’s Sarcoma and Opportunistic Infections) was created about two months prior to HIV/AIDS having a name. Dr. Jean W. Pape, a Haitian born Cornell educated physician, helped to create GHEISKO in 1982. Dr. Paul Farmer, chairman of Harvard’s global health department, who also helped to establish the Boston-based Partners in Health (PIH), and Dr. Pape were honored with the French Legion of Honor for their works in HIV/AIDS. These two clinics established in Haiti have provided and instituted the most progressive and innovative treatment for HIV/AIDS and have aided the country in decreasing their rate of HIV/AIDS to 2.2 according to UNAIDS. Although the PIH estimates that in the Artibonite Valley, where they have two clinics set up, that the estimated infection rate is 4.5.</p>
<p>Therefore, as the various basic needs for survival are being met, one must not forget the need for treatment that over 18,000 Haitians need that are living with HIV/AIDS. These people that are living with the disease need their specific medical regimen as well as their basic needs met.</p>

<p><strong>While the article states that three of the women he slept with avoided catching the virus, a woman he had been with for six years found out she was HIV positive while pregnant with his twins, the article is based around the issues of prosecution. </strong></p>
<p><strong>This case has sparked controversy amongst HIV groups in Scotland who are contesting the prosecution of HIV positive people who have unprotected sex with non-sufferers, claiming that adults who engage in unprotected sex know they are exposing themselves to health risks. More controversy was sparked when the man was convicted for all four counts, even though only one of the women contracted HIV. </strong></p>

<p><strong>Charities concerns over HIV conviction</strong></p>
<p>Activists demand &#8220;highest standards of proof&#8221; before sufferers are prosecuted for spreading HIV, following a case in the north-east of Scotland.</p>

<p>Leading HIV and AIDS charities have raised &#8220;serious concerns&#8221; over the prosecution of HIV-positive people who have unprotected sex with non-sufferers.</p>
<p>Campaigners have demanded the &#8220;highest standards of proof&#8221; before a case is brought against a sufferer for the reckless transmission of the virus.</p>
<p>It follows the prosecution of Richard Devereaux, who had unprotected sex with four different women across the north-east of Scotland, despite knowing of his HIV positive status for 14 years.</p>
<p>One of his victims found out she had contracted the virus when she was three months pregnant with twins, and subsequently had an abortion. However, the other three women were not infected.</p>
<p>The 41-year-old chef, who lives in Dundee, pled guilty to four counts of culpable and reckless conduct at the High Court in Edinburgh on Tuesday. He was remanded in custody to await sentence.</p>
<p>However, HIV Scotland and the National AIDS Trust have now expressed concerns that the case could lead to further prosecution. They believe Deveraux is the first person in the UK to be convicted of exposing someone to HIV without spreading the virus to them.</p>
<p>Activists say it is wrong to prosecute when no transmission occurs, arguing that adults who engage in unprotected sex know they are exposing themselves to health risks.</p>
<p>National AIDS Trust Chief Executive, Deborah Jack, said: “It is totally unjust to single out people with an HIV diagnosis for punishment for unprotected sex – we all need to be wiser and safer, looking after ourselves and those we have sex with.</p>
<p>&#8220;Most HIV transmissions are from people who have never had an HIV test. We recommend that the Scottish Executive change the law so that people with HIV cannot be charged with culpable and reckless conduct if no transmission took place.”</p>
<p>The trust also argued that exposing someone to the HIV virus is not a crime in England and Wales and should not be a crime in Scotland.</p>
<p>HIV Scotland also expressed worries about the case.</p>
<p>The charity&#8217;s Chief Executive, Roy Kilpatrick, said: &#8220;We are particularly worried about the fact that prosecutions were brought in this case in respect of three sexual partners of Mr Devereaux who had not contracted HIV.</p>
<p>&#8220;We recognise that the primary motivation for bringing this prosecution must have been the actual transmission of HIV and that the prosecution would have felt it necessary to put the full context before the court.</p>
<p>&#8220;However, it would be alarming if the charges brought in this case open the door for future prosecutions in cases where no harm has been caused.&#8221;</p>
<p>He said that bringing prosecutions where no harm had been caused would stigmatise people living with HIV and called for a clear statement of the Scottish prosecution policy.</p>

<p>THE CARIBBEAN HIV&amp;AIDS Alliance (CHAA) is mobilising support in the response to HIV/AIDS in the Caribbean.</p>
<p>CHAA held consultation meetings with key stakeholders last week at five of its six offices throughout the Caribbean to share the organisation’s new Strategic Framework for the next three years and to engage in stakeholder dialogue regarding the framework.</p>
<p>The meetings were used to provide an overview of the work CHAA has done and continues to do across the region. The Strategic Framework outlines six strategic objectives, comprising work around promoting universal access to prevention, care and support services for key populations in the Caribbean region; the implementation of appropriate intervention strategies, based on evidence, to prevent the spread of HIV and AIDS for key populations; strengthening Civil Society to participate effectively in the response to the HIV and AIDS epidemic; increasing access to effective community-based HIV and AIDS programmes for key populations; working in partnership with key stakeholders for the eradication of stigma and discrimination and securing CHAA’s long term viability and sustainability.</p>
<p>Following the presentations, stakeholders actively participated by expressing their thoughts on how CHAA can further support efforts to reduce stigma and discrimination; build capacity among civil society agencies in addition to sharing statistical data and information on lessons learnt. It was agreed that such collaborations will enable more effective, focused and informed decision-making; as well as remove duplication of efforts, thereby resulting in better use of making more effective use of available resources at the respective agencies and lastly, information sharing which can be used to influence national policy.</p>
<p>The meetings concluded with unanimous consent that the consultation was a positive step forward; attendees applauded CHAA for taking the initiative to host such meetings and in leading the way in strengthening alliances throughout the Caribbean.</p>
<p>One representative indicated that the consultation meeting was greatly appreciated and said it was necessary to host similar meetings on an ongoing basis since it facilitates information exchange, the generation of ideas and greater involvement and partnerships.</p>
<p>Basil Williams, CHAA’s executive director indicated he was very pleased with the outcome of the meetings and promised that CHAA will intensify its efforts to positively impact on the reduction of HIV and AIDS in the Caribbean. He stated that stakeholder partnership is essential to a comprehensive and effective approach when responding to the HIV and AIDS epidemic in the Caribbean. Officials who attended the meeting representing national, regional and international organisations included: UNAIDs; the British High Commissioner to Barbados and the Eastern Caribbean; Ministries of Social Development; Community Development; Youth Affairs; Education; Health and; Gender Affairs, as well as, Police Service; Red Cross; Peace Corps; Christian Council; National Aids Secretariats; Family Planning Associations; Centres for Disease Prevention and Control and; representatives from the medical fraternity, to name a few. The stakeholder consultation meetings took place at CHAA offices in Antigua and Barbuda, Barbados, St Kitts and Nevis, St Vincent and the Grenadines and its headquarters in Trinidad and Tobago.</p>
